Where is sysparm_id=basics defined?

Where would I change the sysparm_id value that is set when I click the Help Sidebar -> User Guide. Some where it is set to 'basics' by default.

I don't think there is property where this is set. This is just the place to go to the user guide.

Navigate to System User Guide->Administration->Help Pages

I think thats where you can change the id value

That's true, but if you change the Help Page ID to something other than 'basics' the sysparm_id is still set to 'basics' when navigating via Help Sidebar -> User Guide and the User Guide displayed switches from 'User Guide / Basics' to 'User Guide / All Help'

What I would like to do is define a new Help Pages record with its own ID and the pass that ID to sysparm_id instead of it defaulting to 'basics'

May be it is service-now proprietary. I couldn't find anything except that page.

But you have option to create a new page. Did you create a new page as instructed below and try?

That is not possible, you cannot change the link that the user guide button is referring you to. But you can change the user guide itself, see https://docs.servicenow.com/bundle/rome-platform-user-interface/page/administer/navigation-and-ui/ta...
