Where can I access/install this health scan dashboard? It doesn't mention anything around that.

From the nowLearning course "Upgrade Skipped Records", it says the following:
HealthScan is an external application that connects to an instance.  HealthScan's remote location requires the team to contact ServiceNow to initiate a scan.  Scans are run to create a scorecard used to address problems and issues.

In my understanding, you need first to contact ServiceNow in order to install the application and then you have a menu "Instance Scan" in your instance where you can find the checks and results.
