which acl controls if a standard change template appears in change context menu

From a Change record if you right mouse click on the header bar and select Templates -> Apply Template, anyone with the itil role can see all the standard change templates. I want to be able to restrict this and so I updated the read ACL for std_change_template and removed the itil role and added a new role I had created. However impersonating an itil user who does not have the new role, I can still see the standard changes.
Which ACL controls who can see a standard change template from the Change context menu?

I am referring to standard change templates.
I did add the roles field to the standard change templates form, but I cannot alter it, even in an elevated role.

Hi,
I think this can be done by modifying the below ACL :
Replace "instance" in the above link with your Instance Name. Please refer the screen shot below where you need to remove the "itil" role present in the ACL with your Custom Role, say I have given the role as Admin:
