Which ACL do I assign to users so that they can create their own groups in ServiceNow?

We have been running into some issues with permitting users to create groups. Currently, we have tried adding a user to a new group that has been attached to the create and write ACL for the sys_user_group table. This still doesn't seem to work. The user now has access to pressing the "new" button at the top right of the page, but all of the fields are greyed out upon clicking.
