Why can't a user create a knowledge article

I have a user that cannot create a knowledge article. They continue to get the following error message.

I went to Knowledge Bases and added the Can Contribute and then added the group that they were in but that is not resolving the issue.

Hi can you please confirm whether the user is getting error while creating specific knowledge base or he is getting error for all knowledge base.

because a user with any role can create kb.only in some kb they need different access.

also please check the can contribute once again.

     I figured it out. It wasn't the ACL. I needed to add that user to a specific group.
