Hello,

There is a read ACL restriction which prevents even admins to see some of roles, below the the steps to resolve refer the original KB article here

  1. Navigate to System Security>Access Control (ACL).
  2. Ensure the ACL for [sys_user_role] with read operation is Active and has the Admin overrides checkbox selected:
