Why i cant see the service catalog and the record producer in my portal?

In your portal configuration, have you added catalog search source like below.?

Is this happening for existing record producers or the one which you created?

To which portal are you navigating?

Are you sure you have the Service Catalog associated to the portal which you are viewing as per your image?
