Why is auto-populating 'Impacted Services/CIs' list based on affected CI not OOB?

OOB should have fulfilled this essential requirement for me.

I tested:

1. I generated an INC, inserted a CI (connected with 2 Application services), and submitted it.

2. No 'Impacted Services/CIs' list.

3. I selected'refresh impacted services' ui. This populates the 'Impacted Services/CIs' list.

Are fulfillers supposed to do this manually?
