Why is there no OOB Location Tree Picker available to Portal catalog items?

Is there an OOB expectation for how end users should pick a location in a tree structure within a Catalog Item?

tree picker or structure doesn't work in reference variable in catalog item.
you will have to design your own widget and render the tree structure.

Your answer was helpful. But my question is why hasn't ServiceNow bothered to create a widget for what appears to be base functionality.
For example, if I am traveling to another location (not on my User record) and need to put in a ticket based on that location, seems like the base functionality should easily accommodate that.
The fact that the base functionality doesn't accommodate that has me wondering if I am missing a key piece of functionality that would be appropriate to use in that situation.
