Why is workspace_list_admin under elevated privileges?

I get why security_admin is there but the ability to edit workspace lists seems a bit trivial for elevation? Just curious if anyone has any info on this?

Documentation explains why SN may decide to require elevation for a role:

This said, you may well remove that constraint in unchecking the "Elevated privilege" on this role:

JP, I'm not asking what is an elevated role or how to hide them. I'm curious of the design decision to make workspace_list_admin an elevated role. Seems like a very minor thing to have in elevated roles. Am curious if others know the reason for this.
