Why itil user can't select between Global Search and Service Operation Workspace Search.

As admin, I can select "Service Operation Workspace"  to search.

It seems that with the "ITIL" role, I can't do something similar. Please provide me with a solution to address this issue. Additionally, is there a way to set the SOW as the default search?
