Why notification is not being sent but event is getting triggered?

Hi Community,
I want to trigger an event from business rule when request item state changes to 'Closed Complete'.
type of New Members variable is 'list collector'.
The above info message is showing on logs.
This BR is triggering the event.
Notification:-
Email logs are not showing this emails
I'm not getting why this notification is not triggering. Could some one please help me on this?
Any responses will be appreciated.

Please mark the "Send to event creator" checked on your "Who will receive" section on notification.

Hi @Community Alums ,
Thanks for you response. I tried checking 'Send to event creator' still it's not working.
Although it's not required as I don't want to send email to user who submitted the request.

Business rule is triggering as the logs are getting created.
