Why SSO is not working for one portal while it's working on another ?

Hi Community,
SSO is already configured for our test environment. However there is a bug. We have two portals but SSO is working on only one portal & not for another portal. I'm unaware of SSO configurations.
When I'm trying to directly open that portal(where SSO is not working) only able to see header & footer part. Banner section is not visible.
Please find the screenshot below:-
Kindly help me on this.
