Why the normal change flow is not working after upgrade instance

Hi,
In normal change flow, It is changes one state to another state.
But we did instance upgrade (Washington DC) after that the normal change flow the state goes to directly to after Assess to Schedule(New, Assess, Authorize, Scheduled, Implement, Review, Closed, Canceled.) not goes to Authorize but before the flow is New, Assess, Authorize, Scheduled, Implement, Review, Closed, Canceled.
I need to know why that is happening.
Can anyone please suggest on this, It will be useful.

You may try to repair change plugin and change model plugin once. or check the flow is any new condition has been added in Assess state like low risk?
