Why there is change in the Compose section UI, when the Impact/Urgency options are modified.

I need to fix a defect:
Why there is change in the Compose section UI, when the Impact/Urgency options are modified as High/High, Medium/Medium, Medium/High combination. 

When i checked with one open incident in SOW- i changed the impact and urgency as 1,1 the compose section in the right-hand side is changing to compose an email. It is occurring in critical, high and moderate. 
impact 1, urgency 1 
impact 1, urgency 2
impact 1, urgency 3
impact 2, urgency 1

impact 2, urgency 2
impact 3, urgency 1
why this behaviour is occurring ?

This is default compose section and activity. When i change the impact and urgency as above mentioned-

so are you saying the compose email is automatically opened based on impact and urgency when changed?
