With out Widget and Notification

We have scenario where once catalog form is submitted , manager has to notify and fill up new form but we are not suppose to use notifications and widgets

I have tried trigger workflow task but manager will not have ITIL role.

So Please suggest is there any other way to do.

Atul: What do you mean by Fill up new form ? it is on Portal or Native view?

I have tried trigger workflow task but manager will not have ITIL role.

Atul: If manager dont have ITIL role, can work on from via Native view , only way is portal.
