Hello folks,
Can we set to allow Requesters to withdraw/cancel their wrongly raised requests for requests that are not yet approved or rejected?

Yes. We can. Create a custom widget which includes cancel button and add that to the existing portal page.
We've implemented the same and it's working fine.

OOTB there is no way to cancel the request by user on portal. You need to create a custom button for same.
