Workbench - compose Notification

How can I replicate the Workbench - Compose notification of Major incident in the Incident form and have it be sent in any type of status?

It is possible to generate this type of notification that allows you to modify the body and add or delete emails, identical to how it is done in workbench - compose ?

I think these are communication task. might be you explore that. or you can use the email client on Incident form.
