As a funding admin, I want that the Owner of a Generic Bucket in Investment planning can be changed to another user, so that not only the creator of a generic bucket is assigned as the owner.
Acceptance criteria:
When creating a New Top level Investment and the Generic Bucket option is chosen, an owner can be selected.
