Can we add apply a user or hr criteria on the taxonomy topics

I'm trying add a criteria on the topic itself instead of individually adding it to the catalog items and articles..Is the funcationality available.

@poornima batchu There is a User criteria field available on the topic form for the contributors but no field is there for the end Audience. This may have been done to eliminate any possibility of conflict between a user criteria set on Catalog item vs a criteria set on the Topic.
