While viewing our 'Help Center' portal (Employee Center Pro) on a mobile device, whenever I try to swipe to scroll down from the very top or swipe to scroll up from the very bottom of the page - the scroll will return to its original position. However, a second attempt will usually allow me to scroll. I have had my CIO try this as well and he described it as 'rubber banding'. Any suggestions or advice would be much appreciated!
