ESC Portal not showing navigational menus

I am trying to utilize navigation menus instead of the taxonomy drop downs in this clients portal. It worked in their dev instance but we are recreating things in a fresh instance since their instance is broken. I have duplicated everything I can think of yet these menus are not showing up. The menus are standard menus that link to different areas in their instance like Knowledge articles.
