Can we extend the Employee Center portal for purposes beyond the HR module? Specifically, we are looking to create a portal for managed services, allowing customers to raise cases or requests for services such as computer sales, leasing, and conference room booking. Is it possible to leverage the Employee Center for these purposes?

So the question that you are asking is can you create a Secondary Portal to your Employee Portal for usage for "External Customers"?
1) You will need to create a secondary Portal off the Employee Portal - with it's own "URL" string
2) You will need to install Adaptative authentication (snc_internal / snc_external) - this will allow you to seperate your internal customers security from the external customers security
3) For Navigation / Catalog items that you want the "Customer" to utilize make sure they are slated under the security for snc_external
4) If you utilize Okta, ZScaler, Azure AD / AD - you will need to make sure that you have all the setup associated correctly to the "External" portal for user interaction and for the user to create an account on the "Customer" facing Portal (Not sure if there is a way as of yet to allow for usage on the external portal (without using Customer Portal from CSM) to drive security interaction.
Hopefully my rambling made sense
