My Requests tab not showing the "Drafts" tab

The possible reasons could be :

1. System property "glide.sc.disable.save_as_draft" is set to 'true' 

2. System property "glide.sc.enable.save_as_draft.portal.<portal_suffix>" is set to false

3. 'SPCart' script include being customised.
