Publishing Content without Approval

We have content publishing and content governance. One thing that is causing me pain, users have the ability to mark a schedule active before the approval process / send for review happens.
As example, the publishing plans are attached automatically, and marked 'inactive' after you design the content. At this point (prior to hitting 'send for review'), none of the content is shown on the targeted widgets, as expected.
Then if I follow the expected flow: Send for Review -> Approvals Happen -> Move content request to published, everything is good.
But it seems like you can circumvent the whole review process by simply hitting the pencil on one of the schedules and changing its state to active?
