Quick links on Now Mobile

We are adding new users and want to include new quick links on our mobile app. How can I configure the quick links so that only teammates that should see the links can see them? In other words, we want teammates to have a personalized view of quick links seeing only the ones we have configured using the HR Criteria built per country code.

Hi All we have figured out a work around for those of you having this same issue- 

We have created a Topic page for the mobile Taxonomy and we are using a button under the Quick links section to point the teammate to their quick links. Since the quick links already have associated HR Criteria, they will see the quick links they should be able to use.
