How can I make my add attachments widget to an inline drag and drop instead of a paperclip?

I am trying to make the drag and drop functionality persistent and make it so someone does not have to click the paperclip and and drag and drop into a popup. I have seen this on other instances. Currently this is what mine looks like in the first picture and the second picture is what i need it to look like

may be someone added a custom widget on that page

Out of the box the drag and drop is available but user has to click the paper-clip icon
