EA cannot view all Architectural Decision Records

In the EA Workspace - under Portfolio > Information Portfolio > Architectural Decision records some EA's are not able to view ALL the decision records in the list. There is a message that rows were removed due to security constraints. 

The documentation page seems to say that it should be available to any EA -- someone with the sn_apm.apm_analyst role. 

Why can someone with that role not see all the decision records?

EA Architecture Decision Record uses Document Management internally and it only allows access to document through sharing by the respective owner. It is documented Document security and access • Australia ServiceNow AI Platform Capabilities • Docs | ServiceNow .
