My understanding is that only your specified Manager from you user record, or the Project Manager for a project you've been assigned a Project Task for, can approve time cards. And there is not another way to open up approvals further (excluding Delegation) so more than the 2 above can do approvals. For example, I may want specify 3 other persons who can Approve time cards for a particular person.
