Unable to update to EA Workspace from 2.2.1 to 3.0.2

I am attempting to update EA Workspace from version 2.2.1 to 3.0.2 to test drive TCO (v 1.0.1).  My current version is Vancouver, which app manager says is a compatible version.  When I go to the update page, the Get Started element never loads to reveal an update button.  Clicking the show details links returns "Record not found."  

 

I was able to install TCO 1.0.1 separately, but it did not install the new version of EA Workspace as a dependency, so I uninstalled it.  

 

Any ideas?
