After making all the additions and changes, you need to "Save" the Report before you publish.

You need to save the report first and then you
If you did not see this option then
Go to sys_properties.LIST
change the value to true for glide.report.published_reports.enabled
and logout and login again and go to report and publish.

Could you please check whether you have sufficient role to Publish the report ?
Publish will be visible for users who has Roles Such as
admin or report_admin role,
or that the user has both the report_publisher and report_user
