Is it possible to implement the 3 strike policy, currently followed in incident management ( assuming it is an out of the box feature), for service requests as well? if so, would this be an out of the box feature, or would it require customization?  kindly advise.

It would be Customisation.

In the above thread, it is achieved using schedule job, you can use flow to achieve this requirement
