Virtual Agent creation

Hi, I'm working on a task where my focus is on creating an incident ticket through virtual agent. But before creating the incident the virtual agent should be able to check for any existing knowledge articles for the issue and if the virtual agent couldn't find the knowledge article then it should prompt for new incident creation. Anyone have done this implementation previously?. if yes, please share the solution.
