What roles are covered by the FSM Pro Fulfiller license?

I have two use cases:

1. If a field technician not only executes work (using a FSM license) but also has a van — which acts as a personal stockroom — do they need an EAM Pro Operator license to manage their own stock (e.g., view stock levels, etc., via the mobile app)?

2. If the field technician executes work, has a personal stockroom, and is also responsible for managing a regional warehouse — would they require an EAM Pro Operator license to manage the assets under that stockroom?
