How to copy Work Order description to Work Order Task description automatically?
Can it be done through any OOB business rule or do we need new BR in ServiceNow FSM?

If its not already happening then there is no OOB business rule.
As a general rule, I don't like task descriptions being exactly the same as the parent, otherwise what's the distinction of the parent and child?

Nothing ootb, but can you give more details? What’s the use case?
If you re using work order template you could probably have the description on WO/WOT be the same (but thats not really what you are asking i think/ your use case)

If you create a Work Order without template, a task is automatically created with the description of the Work order when qualified.
If you want to copy the description if you add a task after that, you should have a custom Business rule regarding your needs
