Multiple Approver Issue in Flow Designer

We have a requirement to build a Flow in ServiceNow that requires approvals from three different groups (Group A, Group B, and Group C).
The requirement is that one person from each group must approve or reject before the Flow can proceed to the next step/action.
The issue we are encountering is with the approval behavior:
- Once a user from Group A approves, the remaining approval requests for Group A are no longer required, which is working as expected.
- However, if a user from Group B rejects the request, the approval for Group C is automatically set to Not Required.
- The customer does not want Group C's approval to be cancelled when Group B rejects.
The customer wants the approval process to allow Group C to still approve, so that the final decision can be based on 2 out of the 3 groups (e.g., Group A + Group C = approval, even if Group B rejects).
Has anyone implemented a similar 2-out-of-3 group approval requirement in Flow Designer? What would be the best approach to configure the approval logic so that a rejection from one group does not automatically make the remaining group's approval "Not Required"?
Any guidance or recommendations would be greatly appreciated.
