If I understand the issue correctly, the first thing I would look at is
* Is there an onLoad client script that sets the field not to be displayed?
* Are there conflicting UI policies in place regarding field visibility?
* Are there field-level ACLs, including non-ITIL role checks, for the two fields in question?
