Seems to be instance issue. Unfortunately, SN doesnt provide support for PDIs. Your best option would be: get backup of your work in PDI via update sets, release your instance and request for a new one. And then try activating again. You can recommit your backup update sets from current instance. I already have this plugin activated in my PDI so its probably a glitch in your case.
