I want non ITIL users to have the same access as the ITIL users. Where User is read only but everything else is editable. I have tried a few things but non ITIL users are only read only.

I know it is a long time after posting and after i solved it but i wanted to complete this thread. My complete fix was to create a request and a workflow that automated the process of creating a delegate. Non Itil users could not create the delegate so i made the system do it through a workflow.

Hi Michael,
Can you please share how you fixed this issue ? Even i'm facing similar issue where i'm not able to bring up the delegate tab for non itil users.
