Create report with NOT IN conditions - Citation Mapping to Control Objectives

We have our corporate policies mapped to UCF Citations and other citations imported for authority documents. We need to create a list view report on following scenarios. Is there a way apart from database view, we can achieve this.

 

1. Control Objectives of Policies which are not yet mapped to citation

2. Citations of selected Authority Document which are not yet mapped to a Control Objective. 

3. % of Control Objectives in a Policy which are mapped so far to external citations.

It depends a bit on how they are related. Database views can be used, but you can also use related list conditions on your report. 

The % thing may be a bit tricky. Within normal reporting, you may need to start using a custom checkbox or something like that (true when mapped). Or use a bar chart with different data sources to show you the total and the ones that are mapped (through related list conditions) and the data below the graph will show you percentages.
