Can we edit the Default scoring rule. I am unable to edit the record even if i am in right Application scope.

Yes,
The Default scoring rule is an OOTB, system-protected record, which is why you cant edit it; even if you are in the correct application scope and have admin righhts. ServiceNow intentionally locks this record to prevent changes to core logic that other features depend on.
The supported way to handle this is:
Create a new (custom) scoring rule based on your requirements.
Configure your conditions and weights there.
Make sure your custom rule is active and takes precedence over the default one.
The Default rule will always remain as a fallback and isnt meant to be modified directly.
So nothing is wrong with your access; this is just how ServiceNow protects OOTB behavior.

This is the normal behaviour from servicenow.
The specific record you are trying to edit, titled "Default" in the image provided, might be a system default record. Often, default system records are set to read-only by design to prevent accidental modification of core functionality.
So try to create a new record and use that scoring rule for your use. rather than updating the default Scoring rule.
