Get proper inherent risk score using 6x6 risk matrix and 1-5 risk scale

In the risk module underneath administration there is risk criteria and that is where you configure your impact criteria, likelihood criteria, and score criteria. The calculation on a risk record is happening accurately, however the display value for the inherent risk score and residual risk score is not matching the number for the calculation. So if the calculation is 8 technically the inherent risk score should display "moderate" because the score of 8 falls into the moderate range of 5-10. However it displays high which the range is 12-18. No matter which selections I make the display value continues to show "high".
In advanced risk module, which we do not have, there is an upgrade of allowing an administrator to select minimum value and maximum value for ranges. However, in the classic risk module, which we do have, you have to create a score record for each possible value that can be calculated. Which I have done.
When using a 6x6 impact and likelihood (SCF), and a 1-5 range for risk level, how do I get the proper display value to show for "inherent risk" & "residual risk"?
