GRC Implementation process and require support how to migrate the data from lower instance to higher

Hello
I am working on the GRC implementation (Washington release) for the client. They have below instances
Dev
Test
Production
They are having around 50 policies which they want to be implemented as a part of Policy and Compliance.
- Policies
- Policy acknowledgment
- Control Objectives
- Entity Types
- Entity Class
I would like to know the implementation process for GRC and how can I move the policies and related configuration from Dev to Production. Will it be install the plugins on all instances and then prepare configure the policies and related configuration and move one by one to Test and Production instance.
Also want to know which records will be captured in the update sets?

You will need to export the data from these tables and import in the next instance.

@Community Alums , Thank you for answering.
One additional queries. I am working on the customer who is not having matured process and un experienced team who is currently handing the GRC process manually. (Got stuck with language barrier as well as customer is not speaking English & we have non tech communicator)
During discussion with team, they said we have around 60+ policies which need to be implemented and now I am not getting clue to tell them the count of polices which can be consider for Go live?
1. What are the important factors to calculate the timeline for implementing one policy?
2. Should I implement and test all 60 + polices and related flow on Dev and Test and after sign off then move to production (For me doesn't seems feasible approach) OR
Take sign of on couple of the policy after implementing on Stage and then move to prod? Afterwards team will continue with adding policy and related flow?
Can you share your views ?
