Hello,
I have a question about GRC/IRM Content Pack

I want to know if Content pack require a separate subscription to be used in production or it comes with the IRM module license?

The content pack referenced on the page you provided the url from is one that comes along with the GRC Suite when you install it. Information can be found in the ServiceNow store on this
There are other content packs that are separate and some do require a separate license, but this one does not.
A few notes about this content pack: This one has been around for a long time. It does not contain Authority Documents or citations. It is intended for organizations that need to start managing SOX very quickly.
The entities set up with this content pack are stand alone entities and not based on data in your instance. (Since we don't know what data you have in your instance, this was the only option.) Using stand alone entities has some limitations on automation.

It comes with additional subsciption and covers the three ServiceNow® GRC core applications, namely Policy and Compliance Management, Risk Management, and Audit Management, and establishes relationships across the various content elements in those applications.
