How to enable comments for each question on questionnaire form?

As part of TPRM development, I created a tiering questionnaire template and configured the required questions. But i cant see the comments under each question. How to enable the comments ?

Enable "Allow Additional information" field for the question and then "Additional Information" field will be visible which can be used in this case as Comments

Where exactly we can see this? I am trying to find this "Allow Additional information" field. 
Is this available under smart assessments?
