We would like to make some changes to risks loaded into the system without generating associated notifcations to the owners and assessors in the business. Is there a quick way of turning off the IRM notifications which would normally generate without impacting other notifcations produced by other ServiceNow functions?

Hello Matt,
There is no direct configuration available to stop all IRM (GRC) email notifications, You may need to deactivate all email notification under "Email Notifications" module in left navigation and apply below filter to deactivate all email notification at once.
After applying the filter you can make all email notification as "false" and make them "true" once your changes are done. It will not impact other non GRC/IRM email notifications.
Please Mark ✅ Correct/helpful, if applicable, Thanks!!

Thanks Sulabh, does this need to be done on a risk by risk basis or does your filter enable suppression of all selected notifications accross all the risks in the system? Also who has the ability (user permission) to perform this task in the system?
