Policy Acknowledgement - Licensing question

Hello together,
I have a question about working with policy acknowledgements. The idea behind it is very good and makes perfect sense. Each employee of an organization confirms the corresponding policy via this way. This works perfectly (in test). But: how does it work with the licensing? As far as I have read and understood in the license terms, an Operator Lite license is required for an acknowledgement.
Can this really be the case? If I have to pay X amount per month for each affected user, then with 1000 users this already adds up to huge sums.
Please, can someone explain to me that I have misunderstood? Or is it really intended that way?

Your undetstanding is correct!! Anyone having Compliance User role or Operator Lite license and part of "Audience" in the acknowledgement record will consume a licence.

The recommended approach is to talk to your ServiceNow Account executive assigned to your company and better explain the licensing.
