Unable to change the "Accessible from" to public in script include.

Could anyone give me a clarification of below error.

Why I am unable to change the "Accessible from" to All application scope?

You can deactivate the Script include and create a new one. Make sure you set the accessible from to "All application scope" before inserting the same. Also make sure the name of the script include is same so that all the existing references will work.
