Hi Sonali,
When a Policy is published, the Workflow "Policy Review" is triggered by the "Start policy review workflow" Business Rule.
In this Workflow, the state of the Policy is updated 30 days before the Valid to date!
If the Policy has Reviewers defined, it goes automatically to the Review State. If it has none, it goes automatically back to Draft.
P.S: My previous comment was incorrect... I deleted that answer.

There are two scenarios here:
1. If the system proerty 'Number of days after reaching a policy "Valid to" date in which the expired policy will automatically move from its Published state back to a Draft/Review state' is set to zero, when the 'Valid to' date is reached for the policy state changes from published to either draft or review: It moves to review when the policy has reviewers if no reviewers then the state changes to draft (this scenario is for policies that are directly imported into system in published state)
2. If the above property is set to 30 days then valid to date +30 days once reached policy state changes to review or draft
Policy will move from published to directly draft or review skipping the retired state in Zurich release
Regards,
Bhargavi.
