I found asset role is Requester Role Type. Does it mean the users who only have asset role are not counted as fulfiller?

yes, requesters are not counted as fulfillers... UNLESS you have there any role inheritance that could impact it :))

Hi @Koji Yanase 

Users who strictly hold Requester role (and not having  other role) will not be counted as fulfillers. They are considered end-users or service consumers, which typically do not trigger a paid Fulfiller license.
